Who sees it
The admin area is available only when the authenticated user role is `admin`.
That role comes from the persisted user role, with `ADMIN_EMAILS` used as a fallback source of admin status during reconciliation.

Admins can inspect all users, see their active sandboxes, review current entitlement state, and increase entitlement limits.
Admins can also queue sandbox lifecycle actions across user accounts for support and operations purposes.
- View users and effective entitlements
- Increase sandbox or custom-domain bonus capacity
- Start, stop, unlock, or delete any user sandbox
- Open sandbox admin surfaces for support work
Operational caveats
Admin lifecycle actions still respect the same sandbox state rules as user-facing actions.
Destructive actions such as delete remain queued operations and are intentionally explicit.
